Profile of the Acting Executive Chairman, FCTUBEB

Lady Florence Dawon Wenegieme is the Acting Executive Chairman of the FCT Universal Basic Education Board (FCTUBEB). She is an experienced education administrator, public servant, emergency management professional, and development-focused leader with several decades of service across education, policy implementation, disaster management, science and technology administration, and public sector leadership.

Lady Wenegieme brings to the leadership of FCTUBEB a strong background in educational administration, institutional coordination, public safety, science education, innovation, strategic planning, and humanitarian service.

She began her public service career as a technical instructor and later served in various capacities within the education sector, including teaching, school inspection, policy implementation, monitoring, and educational quality assurance. Her early professional experience gave her a solid foundation in classroom delivery, technical education, school supervision, and the practical needs of teachers and learners.

Over the years, Lady Wenegieme has held several key positions within the Federal Capital Territory Administration system. She served in the Education Resource Centre, Government Secondary School Life-Camp, the Education Implementation Task Force on the National Policy on Education, the Inspectorate Department, and the Department of Policy and Implementation, where she worked extensively on school monitoring, inspection, and educational standards.

She also had a distinguished career at the FCT Emergency Management Agency (FEMA), where she rose through the ranks in the Forecasting, Response and Mitigation Division. She served as Assistant Director, Deputy Director, Acting Director, Director, and later as Acting Director-General of FEMA between May and August 2024. In these roles, she was involved in emergency response coordination, rescue operations, disaster preparedness, public sensitisation, crisis management, and inter-agency collaboration.

Her work in emergency management includes participation in national crisis management structures, disaster risk reduction initiatives, vulnerable community assessments, public awareness campaigns, and collaborative programmes with national and international stakeholders. She has also contributed to crisis management doctrine development and emergency preparedness frameworks.

In August 2024, Lady Wenegieme was appointed Director of Science, Technology, Innovation and Entrepreneurship at FCTUBEB, where she provided leadership for the promotion of Science, Technology, Engineering and Mathematics (STEM) education across public primary and junior secondary schools in the FCT. Her responsibilities included overseeing science competitions, monitoring science laboratories and basic technology workshops, supervising entrepreneurship centres, coordinating science officers across the six Area Councils, supporting teacher training, and promoting activity-based teaching and learning.

She holds a National Certificate in Education, a Bachelor’s Degree in Education (Technical), a Diploma in Banking and Finance, and a Master’s Degree in Public Administration. She has also attended several local and international professional development programmes in disaster management, crisis response, emergency water security, public administration, strategic management, safety, quality assurance, and leadership.

Lady Wenegieme is a member of several professional bodies and networks, including the Disaster Resilience Leadership community, the National Counter Terrorism Crisis Response Working Group, the National Joint Operations Room Crisis Communication platform, the Nigerian Union of Teachers, and the Citizenship and Leadership Training Centre. She is also a Fellow of the Risk Managers Society of Nigeria.

Her contributions to national emergency response and crisis management have earned her commendations from key institutions, including the Office of the National Security Adviser, The Presidency, and the Federal Capital Territory Administration, particularly for her role during the COVID-19 response and the development of national crisis management frameworks.

As Acting Executive Chairman of FCTUBEB, Lady Florence Dawon Wenegieme is committed to strengthening basic education delivery in the Federal Capital Territory through effective leadership, improved school supervision, teacher development, STEM promotion, innovation, accountability, and child-centred educational service delivery. Her leadership reflects a deep commitment to public service, humanitarian values, institutional development, and the advancement of quality basic education for all learners in the FCT.
